| The Investment Forum has hosted two events (July and December 2006) covering the newly updated Washington State Business Development Company Act of 2006 and the opportunity it creates for new business and community development. The forums provided an overview of the new legislation and its potential impact on our regional economy. The first application has been filed with the Washington State DFI to charter a new Business Development Company under the new legislation. A second application is pending as well. The recently ratified legislation provides the opportunity for Business Development Companies in Washington State to provide a financing vehicle with enhanced flexibility to provide for the capital needs of companies not well served by high risk, high return venture capital type sources and traditional low risk/return bank financing. The new BDC entities will have the power and flexibility to meld together both debt and equity instruments to create a range of hybrid financing vehicles that effectively matches capital to this under served market.
